Well that's space wolves, but you can't get much more easy to paint than Templars (fairly aggressive too, though not so great for competitive tourney lists).

Daemons!

They may not be the most 'competitive' codex out there these days, compared to soem of the recent Limberger, but they hae some awesome stuff, and the HQ's and DP's can be real beasts

I guess Space Wolves combine everything you want out of your four choices, but I guess Blood Angels would work, too. GK and Tau aren't exactly agressive, and Chaos daemons are either shooty or powerful, rarely both.

Maybe you should just go a GW, spend an afternoon there watching games and then decide what army looks the most fun to you.

A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.

I think GKs would be more "aggressive" than Wolves (not in the fluff, but hey). Wolves tend to hang back further to exploit their Long Fangs and Razorbacks. GK's force you more into the mid- to close-range field.

Compared to Dark Eldar, Tyranids, Orks, DoA Blood Angels or Khorne Daemons, moving up to midfield and then moving back can hardly be called aggressive.

I was thinking of TWC and wolf scouts when thinking about Space Wolves, and I guess they could do Assault Terminators in a Landraider, too.

Sounds like you want an SM army of some sort. All SM have BS4, and all of them have access to some amount of high strength ranged weapons. If you're looking for something that has strong choppy components, I'd recommend SW, BA, GK, or CSM, if you're willing to do bad guys.
