1) Click on your user name on the top right area.
2) Left hand of the scree, click on "edit your profile"
3) Scroll all the way down, upload Avatar.

It should be at the top of the left-hand column (labelled "Public Profile") of the page you get to when choosing to edit your profile.
To reach that page, click on your name and then "click here to edit your profile" under the "Profile" column.

Ok, here's a screenshot of the edit profile page, though I've zoomed out to get it all on.
I get this horrible impression I'm being an incredible buffoon, so let's point out where so the special smithy can get it :(

I love the new format of the profile page, intentional or otherwise. Changing avatar/details is a lot easier now. I quantify ease by how much scrolling I have to do...
