Hello. I regularly play Warhammer 40,000 and am thinking of taking up WHFB. i have looked at all the Armies and have decided that i like the looks of Wood Elves, Ogre Kingdoms and Skaven. I was just wondering which army i would be able to set up quickly, and cheaply. any suggestions welcome. Thanks!

A bit hard to say, though one thing I know is that Skaven is not an army made up from a relatively small amount of models - they are rather a horde. If you want an army which is made a bit faster, so to speak, I'd say either woodies or ogres (from those you were interested in).

Skaven is as the poseter above me pointed out is a hordearmy by nature. Ogres would be a safe bet in my mind, low moddel count and easy to learn

Ogres are the only really low model count army. Any other army, you are going to run more miniatures in a couple of blocks of core than you had in an entire army in 40k.

Ogres are big, easy to paint, easy to play, and brand new. You need a relatively low model count to get a game ready army.

Wood Elves are very old. The army book is not the most forgiving for a new player and does not lend itself well to teaching the game as the tactics used by wood elves are a stark contrast to the majority of other armies. The models are nice looking but are 10+ year old sculpts.

Skaven are a quintessential horde army for WHFB. You can get them relatively cheaply right now because of their presence in the starter box. I would recommend them as a good army for starting because of their availability and the relative ease of painting. Easy paint jobs, just buckets of ratmen to paint. Play style is very akin to 40k orks in that their big machines have a very real possibility to blow you up along with your opponent.

So, I whole heartedly recommend skaven and ogres, it is just up to you to decide which style you want to play; hordes of squishy ratmen or a few blocks of a handful of ogres.
