Q:1 Scenario: i get first turn... but before first turn i scout move my valk and move flat out....Can i still shoot all weapons as if i didnt move in that same turn?

Q:2 same scenario but after i moved flat out i decide to move flat out again on my first turn, thats ok?

Sure is. the scout move is its own....lack of a better term Turn.

So yes it is perfectly viable to move 48" if you get first turn.

though i think melta vets getting a first turn charge on a vehicle that has not moved is better for you.

on the other hand Nobz they decided it was in the best interest of ork society that they "Go Green" as such they specifically modified their warbikes to not make giant smoke, dust, grit, clouds. Instead they are all about driving with clean air, one might say their bikes Gak out rainbows.

So if I move flat out in scout move an get second turn do I still get the save for moving flat out on scout movement?

Yes. Have a look at the Blood Angel FAQ, it tells you how to work out, in general, what the Scout move is - it is essentially a previous turn, before the game starts.

To summarise:

1. You can perform a Flat Out move in the Scouting "phase".
2. If you have first turn, the vehicle may act as normal. The flat out movement from Scouting will not give you a cover save in your opponent's first turn.
3. If you have second turn, the vehicle will get a 4+ cover save in your opponent's first turn.

This is all clarified neatly in the Rulebook FAQ

I always move my Valkyries/Vendettas flat out during their scout move if they're starting on the table, even if they end up still in my deployment zone, just for that 4+ cover save if my opponent gets first turn

Basically, imagine Scouts as a first turn in which you can only move
