I originally started with Fantasy and have returned after a couple year 40k stint. The list I will be practicing with will be as follows;

Grey Seer
-Screaming Bell
-Dispel Scroll
-Fencer Blades

Chieftain
-BSB
-Armor of Silvered Steel
-Luck Stone

Warplock Engineer
-Level 2
-Doom Rocket
-Warplock Pistol

20 Clan Rats
-Spears and Shields
-Full Command
-Poisoned Wind Mortar

60 Clanrats
-Sword and Board
-Full Command
-Warp Fire Thrower

3 Rat Ogres
-Packmaster with Great Weapon

20 Plague Monks

Hell Pit Abomination

Warp Lightning Cannon

Warp Lightning Cannon

Now I understand that most of the list is not optimal competitively, which is where I would like to go with this. 2500 preferrably.

Now questions I have off the bat are the Grey Seer and Warplock Engineer, how are they to be optimally equipped? I will be getting blocks of Skavenslaves at some point as they seem like a painful unit to break. Stormvermin are my possible bunker idea, which would replace the 20 Clan Rats. More Plague Monks.

Am I on the right track so far?

If you're aiming for competitive first thing you need to do is drop the fencer's blades on the grey seer and buy some skalm. I'm also not a huge fan of the bell as it puts a big target on your grey seer, hard to shoot him but puts a lot of enemies in base contact with him once your unit gets to close combat and the benefits from the bell are minimal.

If you do decide to drop the bell the seer needs a ward save item of some sort to give him some protection.

Clanrat units need more numbers to help them gain steadfast.

I've never found a use for Rat Ogres that plague censer bearers couldn't do better. I would plan on replacing them with something else.

Adding a unit or two of gutter runners with poison weapons and slings make excellent war machine hunters and I rarely go without them in my skaven lists.

These are just my opinions, you may have some of these units in your army for your own reasons and feel free to ignore me on any points.

The only unit I've placed in the army that is for my own reasons is the Bell. The boosted Inspiring Presence is nice as well as 6 extra wounds. Plus buffing units, it seems like a steal to me.

What would be a recommended size of Clan Rats? I understand the unit of 20 is bad but it's what I have for right now.

The Rat ogres are there also as they are all I have, though I was considering a unit of 6. The frenzy and above ogre stats seems good. What makes the Censer Bearers so much more exceptional.

I was seriously gutter runners though. I was thinking 10 in the unit x2, is this a decent size? Or too many?

30 size clanrats are probably a minimum if you ever look to get them into combat. 20's are fine if you only use them for there weapons teams in which case you'll be spamming mass units of slaves.

20 gutter runners is a bit too much you would be better with 2 units of 5 and give them some equipment. Generally they tend to really only be used for taking out war machine crews in which 10 is really an over kill unit size.

That and that is a lot of points to have come on from your opponents side of the table which the turn after they do there stuff will most likely end up dead.

Censor bearers can kill enemies without even having to attack just because of there special rules etc. If you want rat ogres though they are fine'ish you just need to put them in a unit of 6-8. It's just a big point sink for the models is only the real downside of rat ogres.

Bell lists are very tough in a 2000pt bracket just because your already paying 240 minimum for your grey seer already. I think you would do best if you plan to use a bell. Go for 2x30 unit size of clanrats and turn those 20 into 40 naked slaves. I would also say make your clanrats naked as well, there equipment and the numbers they are likely to die in aren't really worth the points.

Your spending about 2pts per model on clanrats for there equipment you can have a whole nother unit of 60 slaves, in general with a BSB and skavens Strength in numbers special rule alongside steadfast you should probably look to have numbers over geared rats, at least as far as clanrats and slaves go.

Your chieftain should probably look to having a ward save, the 4+ one is ideal given your seer will be on a bell, his survival is important.

The only other real upgrade I would say is give the monks a plague banner and command to make them extra vicious.

Oh I just saw your engineer too, swap out the pistol for a condenser as the extra casting dice for your grey seer now n then will do damage 100fold of what that pistol is going to pull off.

Grey seers gear is fine, minus the blades. He will be rolling with a bell means he already has his 4+ ward save which is as good as it gets for him.
