This brings me up to 1860 points. What would you guys recommend to fill the last 140? Is the core of this list strong enough to be an at least semi competitive army? Also, meltas or plasmas for the honor guard?

You have plenty of melta as it is, I would switch the melta on one HG to Plasma and drop the second squad.

You should also drop the number of priests down to 2. That should be just fine. especially since you have a 3rd grail with the HG. I would then use those points to fill out a VV squad with a PF and 2x PW and some Meltabombs. Other than that its a good looking DoA list.

Way to many priests, with the Honor guard also giving 6" FNP and Fury 2 priests is plenty.

With the remaning 280pts 2 squads of dev marines (x4 missile launchers) would be perfect.

I used to equip my Honour guards with meltas, lightining claws and banners, they are just awesome; just keep them away from powerful enemies when you deepstrike.
Also 4 Priests are way too much, since the HGs have priests too, you should be ok with just 2 of them

Ok, I made some changes.

HQ's- same

Elites - dropped 2 priests

Troops - switched LC's to PFs

Honor guard - added chapter banner, 2 LC's, and 1 SS per squad (banner in only one obviously). Yes this makes them very expensive, but with a 3+ armor, FNP, and a storm shield if they manage to survive shooting they could easily wreck another transport and assault what drops out

That leaves me with 120 points to spend. Devastators seem like they would just die if deployed while everything else is in reserve. I could add infernus pistols, but what would they accomplish that the 2 meltas in each squad can't already? I could switch some HG to plas, but they will only get 1 shot on the turn they assault anyway. Thanks everyone for the advice so far!!

I would definitely make on HG a plasma unit..drop all the other extra stuff (LC, SS, etc) for the unit.

I would also run the Assault squads as 2 units of 2xMG+PF and 2 units of 2xFlamer+LC, gives you more diversity unless you know you are playing against nothing but mech.

If you don't want Devastators, go with Vanguard as Falco mentioned.
