Could a person hypothetically use only Dire Wolves as a Core choice in his army for his only Core choices?

He doesn't have to use zombies, skeletons, or crypt ghouls?

Yupp they now count towards our core. I would not recommend it but you can do it

You could, but it may not be the best of ideas. Skeletons are a much better choice, although some wolves are useful as a flanking force.

Years ago I had a VC army that was all knights and wolves, but they nerfed wolves as minimum core. Looks like it's back.
