I dont often play 40k I paint and model alot and I don't think I've ever won a game lol. I'm hoping to start playing more regularly so I thought I would start with a new list for i.g.
The idea is later on in the game clear the final objective with the valks helstrike missiles dump off the vets to try and grab it off the enemy, I wanted Chenkov for his stubborn rule.
this list is for a cities of death army I also have about 60 pts left over should I spend them on melta bombs? any help would be gratefully received

I'm not familiar with Cities of death but that list in a regular 40k battle would probably not be viable. You have a lot of infantry but very little AT weapons (krak Grenades suck). Flamers, Grenad eLaunchers and Mortars are ok but most people tend to field LC's or AC's and outfit there infantry with plasma and meltas. Flamers require to be in close range and Grenade Launchers are unimpressive.

You have a single Artillary piece, a single Valk, and a single hellhound.

In a 1500 point list you can expect to see AV13+ vehicles and terminators and you don't have much of anything that will effectivly kill those.

Just my .02

I personally tend to bring 3 Leman Russ's or variants in a 1500 point match.

In cities of death there is alot of cover and barely any space to drive tanks through also most of the time there isnt good line of sight its nearly always blocked by buildings terrain etc.
thats why i tried to keep the vehicles to a minimum and as many no cover save weapons as possible.

Without ever playing it then I'd say you are probably good then. Flamers will be perfect with a lot of cover as well as the hellhound. Mortars will be good with the barrage rules and I'd guess you will be facing a lot of infantry.

In a regular 40k game, this would be a pretty awful list. Apart from the colossus, your list has no teeth. It has a couple of squads of t3, ld8, 5+ guys that could conceivably flame a target once and do a little damage. I get that you're banking on extra-ubiquitous cover in cities of death, but guess what everyone brings to cities of death? hint: they're all over your list.

Cities of death is different from a regular game of 40k, but how different really depends on the amount of terrain you're using. If you actually do it properly, then you'll have a harder time with LOS weapons and therefore an easier time bringing artillery in a foot list. If I were you though, I'd prefer a list that worked in a regular game as well as cities.

IG units that I like for Cities of Death:
-stormtroopers: The go-to all star IG unit for CoD. Flexible as hell, dangerous in closed spaces, also great against people like you that take a single colossus/manticore/DEATHSTRIKE and put it in the back.
-valkyrie: awesome to be able to relocate scoring units.
-vendetta: potentially BEASTLY in cities of death, where it can actually sometimes get cover whilst shooting. And it counters the LOS problem with its impressive base.
-colossus/manticore/deathstrike: great against people that don't bring sneaky guns, still great if they do.
-scout sentinels: scouting or outflanking guns, great. Or you could move around streets and ruins with a flamer and tie stuff up.
-hellhounds: people tend to cut down on transports for cities of death. I think that's enough said.
-blob squad followed by a leman russ demolisher or eradicator: the ultimate roadblock.

Perhaps change your veterans' lasguns for shotguns; gain the assault quality, same Str no AP weapon, the range of 12' max rather than 24 should not be that much trouble I suppose, since you are going to play on dense terrain, a perfect little trick: flamers and shotgun and then asault on same round, the forward sentires will still protect them from assault the following round as well

Assaulting with guardsmen? What is this madness!?

Veteran guardsmen are better hanging off shooting the weapons they have rather than just killing themselves. WS3 S3 I3 gets no where.

Sorry I didn't see you had a hellhound. What I meant was that they're useful so definitely keep it, they are some of the most reliable units in the game. Give it a dozer though if you play with that much terrain.
I would go with at least 2x5 storm troopers with meltaguns. They're fun to build anyway.

It's hard for foot guardsmen to act as "teeth" in cities of death because of how many flamers and rate-of-fire weapons you see. There's also difficult terrain tests all over the place. Basically I would keep troops cheap and use them to score, do the killing with your other slots. Or give them chimeras, flamer vets or PCS will be brutal as long as they don't get immobilized.

I may as well say this too. You have a lot of points in unnecessary upgrades. As an example, here's your original list trimmed down a bit:

CCS w/MG
-master of ordnance

PCS w/FL
-chenkov
PIS w/FL
PIS w/FL
PIS w/FL
PIS w/FL

HWT w/mortars
HWT w/mortars
HWT w/3ML
HWT w/3HB

SWT w/3FL
SWT w/3MG

vets w/2FL+MG+PF
-forward sentries
-valkyrie

hellhound
colossus

152pts lighter and you lost basically nothing. If you're sticking with this list, some other things I would consider are dropping the HB teams, maybe filling up some special weapon slots all round, maybe cutting an infantry squad and getting a chimera or two for CCS or PCS.

If you want to pack some heavier armor take Leman Russ Nova pattern. That will pack some nice strength six pie plate that ignores cover. Very affective against orks and others with minimal armor.
