I am a casual 40k player and have a medium sized Space Wolves and played Orks for a while. But as the title suggests I really want to start a small catachan imperial Guard footslogging army with special characters?
How much would it cost to make a rough 750 point army?

That depends on what kind of a guard army you want to do. Here in the US, it would cost about $300-$400 for a 1500-1750, depending on how you do things.

One of the things you've got to remember too is that making a guard army takes a lot of time. You've got to add that to the cost, on the one hand, and dilute the money cost by that extra time, on the other.
