I'd just use the 'gaunts from the 'nid codex (1 squad of each, running together to show various ranged and CC weapons).
I'd use bits from GS and gaunts on what ever human IG/WH pieces you have laying around/get hands on cheaply.

It depends on what kind of cult build you really wanted, a large number of brood brothers could conceivably form a IG list with Ogryns serving as Hybrids (though I have no clue on how to do pure strains in this list) and a primaris psyker as a magus.
A more nid-esque list could feature brood brothers as counts-as gaunts, and just model the list differently using a Nid build.
A great variety list as always can be pulled off using the GK henchmen build (Patriarch/Magus as Coteaz, warrior henchmen as brood brothers, flagellants as hybrids etc.

You can use the henchmen list as pretty much any army, I suppose. They're the game's best "generic army".

They are pretty much the ideal list for a "make your own" army listing. The variety of unit builds and types available works so well for so many concepts, it is a little lacking of vehicular variety but infantry builds work wonders with it

This is a good article i found which I will probably use as the base for my Cult army when I get around to it. Getting ahold of all those hybrids is pricey. He uses ork codex:
