Saw news(rumors) of the price increase coming up on BoLS and decided it's time to start planning for a new army for the year at the current prices.
I'm Interested In (no particular order):
1. Dark Eldar
2. Imperial Guard
3. Space Wolves
Looking to start off with a solid (5th ed competitive) 1,000 or 1,250 pts army.
What I need from anyone offering suggestions are the following:
1. Recommended Army List fitting into what i'm interested in (as mentioned above)
2. A list of what I'd need to buy to create said army list brand new off the shelf.
[optional]
3. Ideas & Tactics to use with suggested army.
This will help me to gauge the list not only from a play standpoint but also financially.
I definitely want a competitive base to start off from, as then I can get accustumed to playing to the army's strengths and build upon them later on with my own choosing/flavoring of units.

DE seems the most different from what you have, great models too.
heres a wwp list of 1000pts. probably not super competitive but should be quite killy -
Haemy - wwp, shattershard - 100

Why do you want to play these armies?

Any of these armies can be done competitively.
I'd note, though, that by the time you get done with building your new army, 6th ed will already be out.

My goal is to at some point in time own every 40k army.
I've been in the hobby for 7 years now since 2005, and I own 9 out of the 16...
So my reason for wanting to play those armies is simple. I like collecting things and I want to complete the collection those 3 are currently on my radar as the only ones left where i have no damn clue about how to built them up and thus need help with from you guys.
I'd appreciate though if you guys would tell me the unit names like what the heck is a wrack?? and a haemy??

Wrack is a twisted creation by a Haemy (Haemonculus). They're often in the same list as not only do they allow Wracks as Troops, but they can be used together in a unit to get Furious Charge. They're tougher than regular DE, but have crummy saves.

I would have a mix of heamoncului and wracks with wyches.
Give the heamo a webway portal and get the wyches into combat 2nd turn.
Give the wychs raiders that they dont go in and give reenforced ram. That way you can first turn suicide ram anything that is bothering you (land raiders, etc).

nurgle/slaanesh daemons 1400 points
nurgle chaos space marines 600 points

I have to ask (and it's uncharacteristically rude, I apologise outright now) but why are you asking other people what they think you should want to collect?
Decide what it is about each army that you like, and whichever one wins out, collect.
How would you want to play your next force, irrespective of what it is? It's pointless asking other people what works if you yourself won't like it, surely

My 1k DE list was based off of the BF box.
9 Wyches in a Raider w/ Flickerfield, Hekatrix with Agonizer
10 Warriors with Splinter Cannon in a Raider w/ Flickerfield
3 Reavers with heat lance
Then I added 4 Trueborn with Blasters in a Venom with 2 Splintercannons
5 Incubi in a Venom with 2 Splintercannons
Ravager with Flickerfield
a Haemonculus with Liquifier (with the Wyches)
This made a fast, manuverable army with a great firepower output and plays all phases of the game well. It's naturally fragile, but that's the nature of the army. It's reasonably inexpensive and will serve well at low levels.
Consider purchasing two Battle boxes, as this will take care of your troops needs (for any time you want to do Warrior/wych combos in that slot) No matter how you procure them, I would suggest at least 4 warrior boxes and here is why: it is likely that you will be building at least one if not more units of Trueborn with Blasters. Special Weapons only come one per box. With 4 boxes you now have 4 blasters, but a 5th grade level of modelling skill will get you 4 more from cutting the barrels off of Darklances, and a little alteration for the Shredders for the same. If they aren't EXACTLY the same Blasters, I've found that consistancy within a unit will at least curb most WYSIWYG issues you might encounter. Additionally the shorter darklight-type barrels can be found on the end of Disintigrators which come in every Raider pack. It's unlikely you'll use them in that role, so let them serve some purpose for modelling.
Despite a limited use that you might have for Reavers above 1k pts (or ever, for that matter) most agree that a unit of 6 is better than a unit of 3 for survivability and thoroughness, so you won't lose out by getting the two BF boxes, YMMV. If you field the bikes, don't forget they're Eldar Jetbikes, and thus can JSJ.

Good news. This is the best time in the hobby. Full of promise. GW lets us down each time and we know it but secretly we're hoping that this is the edition that GW gives us a balanced game that can also be played competitively at tournaments. I'm loving it.

It's a fair question.
As you see in my signature I currently collect 9 out of the 16 armies in 40k. I want to eventually collect all 16.
I would prefer to start my armies with a solid 'base' to build up from, and what better way to do this than to ask people who have already invested into it.
For example if I had a friend of mine interested in playing dark angels I'd let him know out the gate that Terminators/Bikes are his best bet at a 'good' force as everything else is meh and I would offer advice on what he needs to buy in order to build up the army the cheapest way possible. The DA battleforce is pretty good for ravenwing so he'd save tons of $ buyin that instead of separate boxes and such
So the same concept applies here, you guys are all my friends and I need some advice on starting up some new armies and i have narrowed it to those 3 listed above. I told you what i'm interested in (1000 to 1250 points competitive) and now you make ur suggestions enlighten me a little on what to get what to avoid and hopefully point out any sweet deals that would help me build up your suggestion cheaper.

Well, let's see. Your viable options are:
Ravagers
You may want Razorwings. Talos can be good. Chronos are a support unit. If you aren't keeping them around near units, they're worthless, and are worthless in a Wrack list.

Not forgetting small teams of Trueborn with 2 DL + 1 shard carbine for close range poison support.
I'll be running mine with a hexrifle haemy for even more fun. Bang 'em in cover, add the 4+ FNP save.
A couple of these per flank for tank popping / IC neutralising and run squads of 10 wyches right up the middle in raiders with TGLs + grisly trophies, and mash the gak out of everything.
