if a transport vehicle has moved 12inches (cruising speed) can the unit being transported get out and then shoot?

expanding a little bit on this...if the vehicle moves at cruising speed the guys inside cant shoot. also you can only shoot out of a vehicle if its either open topped or has fire points

Also, if a transport has been shaken/stunned, then the embarked unit also cannot shoot. But the unit can then disembark and be able to shoot again.
One of those little things that irritates me about 5th edition...

If you do move then disembark you count as having moved, so no long range rapid fire or heavy weapon shooting.

Wrong. You can move normally, but you shoot as if you'd moved.

What if the unit inside the vehicle is a "fast" unit (SoB Dominion or Assault troops sans jump-packs).
Can they still shoot out of a transport that moved 12"?

Doesn't matter. At all.
The transport rules restrict firing. You'd have to have a rule that overrides the transport rules.

There is no 'Fast' classification for anything other than vehicles.

Purely there for balance. They limited the effectiveness of shooting from a vehicle, creating an incentive to hop out and expose the unit. It's a tactical tradeoff.
