Overall I'm going to have to go with 'no'. I tried one in a game the other day, and while he was able to splat a TK heirophant in a unit of tomb guard, I won't even begin to expect that on a regular basis; it's a 1in6 for the Heiro to fail that LOS!.
While having a stone thrower is nice, it's not 275 points nice. His anti-mage aura is also rather 'meh' at best, since any wizard near a BSB is going to have a great chance of passing that Ld test. You can try to team that with a GBS reducing his Ld by 3 with death magic, but it's still not something I'd count on, not something worth 275 points. :-\
Keep in mind that he also gets his reroll against models with a Ward save, so he doesn't necessarily have to run up against characters (and shouldn't run up against non-wizard characters!).
Against an army with any sort of cannon, he's paste plain and simple. T5 with no armor or ward save = cannonball + face. His MR2 is almost pointless, almost.
All that said, it's nice to have something to do during the shooting phase. The one I used the other night survived, mostly because I presented more important threats and there were no cannons on the board. Against TK or VC armies who don't usually run a BSB but depend on magic, I could see his anti-magic aura being a little more useful every now and then.
So, worht 275 points? Most of the time, no. Occassionally fun to field anyway, I'd say yes. I'm still thinking of running 2, along with a Hunting Spear Wargor. Fake artillery, ho!
