Would a unit shooting under a storm raven grant cover to the unit they are shooting at?

Not unless the unit they are shooting at is 50% or more obscured by the actual base of the storm raven or the storm raven itself.

It depends on TLOS. If you have an absolutely clear view of the target unit, then no cover is granted.

If the target unit is blocked (if they're on a hill or on top of some ruins or something), then they may get cover.

The base and stand are ignored for LoS purposes. Only the hull of a vehicle can block los.

I wasn't aware of this. Reference?

I want to say page 71 (I think that is the page about skimmers) says something like the base/stand are ignored for all purposes except assault.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

Page 71 under the rules for skimmers, last sentence of the first paragraph under the heading measuring distance.

The skimmer’s base is effectively ignored, except when assaulting a skimmer, in which case models may move into contact with the vehicle’s hull, its base or both.

While it is under the heading of measuring distance, it gives no indication in the clause for ignoring the base that it is only during measuring distance.

Yeah, I thought that you were going there. I have always interpreted LOS to be an exception to that, but I completely get your point.
