i heard you need 12 minis for a force but what would you need to properly start?

12 minis is 'about' the size of a starting hang. Some are larger, some are smaller.

You need the rulebook, minis, and appropriate terrain.

There's a free Specialist Games rulebook PDF available. That's covered easily.

Minis could be the GW minis or various 3rd party or conversions. In most cases you'll need one 'Gang Leader" a bunch of regular gang members, a few 'juves' (Junior members), and a special weapon guy or two.Equipment can and will change, especially if you are playing in a campaign.

terrain should be built up and multi-level.

Working on someting you'll either love or hate. Hopefully to be revealed by November.

Chicago-Land.

I would recommend using Imperial Guard rather than Tau. The model range is similar in some regards.

Tau may be a bit of a stretch. The canon Necromunda setting is the lower elves of a human hive (The 'Underhive", so the gangs are all human factions (With mutated scavvies).

The main issue I'd have with someone using Tau minis is weapon WYSIWYG. Each ganger can have unique weapon load-outs. The weapons are a mix of auto guns, stub guns, lasguns, and rare higher-end weapons. There's a bit more difference int he various weapons (whereas the last time an auto gun appeared in 40k, it was the same as a lasgun...) so being able to recognize a model's armament by sight is essential. If you wanted to modify them with IG weaponry (are the old necromunda weapons sprues still available?) I'd be cool with it, but note that they'd have no armor by default. (Armor is expensive and rare in the Underhive. I think it used to be something you'd have to get lucky and roll to find in a campaign setting.)

Working on someting you'll either love or hate. Hopefully to be revealed by November.

What you need is Yakromunda.com!

It will help you with managing gangs and campaigns for Necromunda, and a whole lot more.

Suggest a cheap entry point might be to look at EM-4 miniatures "gangers."

Okay not the most detailed out there , but at the price you can easily get two gangs together and have plenty of fun converting, with whatever you have to hand.

Catachans look like Orlocs. I'd grab a box of the plastics and go to town. As a bonus they all come equiped with Lasguns, which is a pretty common Necromunda weapon, and they easily covert to autoguns.
