I'm just wondering, what happens when a drummer model sounds the drum in range or archers, such as orc bowmen? he rule dispute we're having is this: does the extra 3" movement apply BEFORE the movement is halved (to be able to shoot) or after?
It boils down to, do I get to move 6" and shoot, or 4.5" and shoot?

The drum is sounded before the movement, so I would rule it as you get to move 6" and shoot, it is fairly broken but then so are the elves of mirkwood.

There is no 'choosing to halve movement' it is merely that archers that move over half their movement value may not shoot (except crossbowmen which cannot move at all), you sound the advance at the start of the movement before anything else happens including heroic movement, but not other players sounding their own advance with their own drums which are done simutlaneously. This means that any orc bowmen (to continue your example) increase their movement before they actually get to move meaning they may move up to 4 and 1/2 inches and still shoot.

Yeah, but the 4 and 1/2 inch movement can still outpace hobbits and troll dwarves and goblins, which can be quite amusing.
