Now, I wouldn't call that top 1 a wash or an ink. That's a varnish. It dries high gloss, but it puts a rock solid hard-coat on your mini. I've never used the other option.
Now, I like Devlan Mud (magic, god, amazing, etc), but lately I've been doing a lot of tinkering making my own washes:

If you need something that is more accurate (small spot on a mini, only want the lines washed), a rubbing alcohol wash is good,
Something like 1 drop of pigment (I use artist ink) to something like 7.5
ml of rubbing alcohol.
Take these recipes, and play with them. Add more, add less, add something else. I needed a green wash, so I replaced the black ink from Les' wash and replaced it with some airbrush paint (super high pigment quantity) with great results.
Also, keep in mind, you can always go back and hit your model with a layer of Dullcoat (testors) or Clear Matte (Krylon). There are many more brands and types, then brush on a gloss clear varnish wherever you want the miniature to be shiny.
