IIRC the BRB says that the majority of the unit has to be behind or in cover (In this case it's using friendlies as shields) so 50% or more.
Now if I arranged it so there was two thin lines of orks leading to the build of the orks behind both lines I could technically have both getting saves?

The pattern being like this (Hope this works)

No, only the unit furthest from the firing enemy has a cover save.

Covered in the 40k Main rulebook FAQ

Q: Who gets the 4+ cover save for intervening models
when two units are intermingled? (p21)
A: The unit with the model closest to the enemy that is
firing does not have a cover save

I think this actually would work, since the initial line of guys, while not in cover, has 50%+ behind the other line of allies, while the second unit is almost entirely behind allies.

Am I correct in thinking it looks like this?

With X and O being the separate units?

Imagine the feeling when you position your tanks, engines idling, landing gear deployed for a low profile, with firing solutions along a key bottleneck. Then some fether lands a dreadnought behind them in a giant heat shielded coke can.

That is the way you would intermingle units, but only the furthest unit from the shooters gets a cover save.

As noted, yes, this was a hole in the rules. Technically it used to be possible to interlink or wrap two units around one another so they would give each other cover.

Pretty much everywhere in the world houseruled to ignore that and disallow the closer unit being given cover, and GW finally put it in their FAQ a couple of years ago.
