Have a Combat Patrol tournament coming up this weekend. I believe the rules are near-identical to those at Adepticon: 0-1 HQ, 1-3 Troop, 0-1 Elite, 0-1 Fast, 0-1 Heavy, and 0-1 any FOC choice. No named/special/uniques, no 2+ saves. Vehicles max. armor facing 11 (ded. transports up to 12). No models with >2 wounds with the exception of Swarms.

I've never played Combat Patrol before, but I get the feeling it's not the most favorable format for Necrons. No Overlords means no upgrade characters for our troops, and the armor restrictions exclude all vehicles but Scythes. But enh, it still sounds like a lot of fun, and I'd like to give it a try. Here's what I've got:

5 Immortals (Tesla)
5 Immortals (Tesla)
4 Wraiths (1x Whip Coil, 1x Particle Caster)
5 Scarabs

400 points exactly.

Immortals can move, shoot, objective grab, and take a decent amount of fire all at once. Wraiths can back them up if things get scary. Wraiths and Scarabs can open vehicles, and even Immortals can help out if a Razorback needs Shaking. If they're lacking a vehicle to eat, Scarabs can at least tarpit infantry (well, the ones without powerfists). It feels like a balanced list to me, but having never played Combat Patrol, what do I know. Any thoughts? Any advice, especially from those with Combat Patrol experience, would be appreciated. Thanks!

Well, your vehicles technically are AV 11, right? It's only a rule that brings it to 13, and that's only temporary.

Yeah, you can use all of the QS vehicles because they are only AV11.

AV11 means you do not need scarabs when you have wraiths. Dump the 5 scarabs and use the points to get more wraiths. That is the improvement on your list.

Now my list would be:
Destroyer Lord 125
4 wraiths with 3 coils 170
6 immortals with tesla 102
total 397

The DL is a beast. 4 wraiths at such scales with him attached is a murderous deathstar. The 3 coils make sure the deathstar will strike first. The 6 tesla immortals follow in the footsteps and provide fire support on the move.

By the way, if you do want to take a vehicle, consider the night scythe as AV11 all around but it has living metal and a tesla destructor. If you get unlucky though, that is 100 points to lose in one shot. If it does survive, it can deliver your immortals to an objective. I prefer my build though.

Destroyer Lord's 3 wounds isn't he? I'd take one if I could, but I don't think any Necron HQs are legal in combat patrol. I would still consider going down to one Immortal squad, dropping Scarabs and beefing up my Wraiths, but I'm not sure how important scoring units might be. Maybe:

2x5 Immortal (Tesla)
6 Wraith (2x Whip)

Might be the safer bet?

Could you drop the scarabs and get 5 warriors instead? I don't know the points off the top of my head...

That would leave you with three small firebases. One hard to take down if the go to ground in cover, two hard to take down period. And they shouldn't get shot at too much because everyone will be worried about downing those wraiths fast.

If you don't have the points, I'd stick with the scarabs. At 400 points, there won't be much weaponry that can kill off a whole base at a time, and 15 wounds in a unit can be hard to kill off with simple bolters. Even if they scarabs tie up a couple of enemy units for a turn or two, it gives your wraiths time to make it and keeps your immortals alive longer. And it gives you a surefire way to take down any armor that you find, while having anti-infantry potential too. Something that is crucial to low point games.

That's a pretty good idea, racta. 5 Warriors are 10 pts cheaper than 5 Scarabs, so I'd have room for a second Whip Coil as well... Still, I find the Scarabs alluring for the reasons you yourself have listed: even 5 bases aren't an easy target at this point level, and they have a surprising amount of flexibility. They can tar-pit MEQ (so long as there's no fist) and even overtake smaller MEQ squads, GEQ, and other light infantry in assault. And as you say, they'll reliably eat any vehicle at this point level. The thing I don't like about leaving anti-tank to the Wraiths is...if they assault, say, a pair of Rhinos, they're going to get focus fired on the next turn and quite likely end up wiped out in assault. I think that's a sacrifice I'd prefer to have the Scarabs make! Even if they're only able to take a couple AV off before they die, that gives my Immortals and Wraiths a much better chance at finishing the job. Thanks for the feedback, but you may have inadvertently talked me back into my original list...!
