the question doesnt make sense...from either a modelling or gaming standpoint, arms are irrelevant in the current rules and modelling wise would look rather lame. more clarification is needed please

If a model can take the weapon that the arm holds, then yes, they can. However it wouldn't fit the aesthetic of the model itself.
Specifically why do you want to model them like this, given that you can get the same weapons from other PA'd marines and re-use those, such as in the commander box (buy from bits sites like bitz box or let the dice decide to save cash when buying multiples!)

I can think of a reason. I bought 2 boxes of assault terminators. I only used the th/SS options. I now have 20 lightning claws. My tac sergeants want power weapons/lightning claws. So a little modelling magic I now have PW/LC tac sergeants. Without having to spend money to buy more bits....
Yes they can be used. They will slightly out of place. But a little modelling magic solves everything.

I've used some terminator lightning claws on my vanguard veterans- terminator arms without the shoulder pads are near enough the same size, and don't stick out too much.

JB: I like the concept of a free Shrike roaming through the treetops of the jungle. I'm not sure that I like the idea of a real Shrike sitting on my couch eating my Skittles.

ive done that too, but i swapped just the hands with the claws and filed down the contact point since termie LCs are about 20% bigger than PA LCs

o_O why on earth would you have a PW/ LC sarge o_O
You don't get a bonus from 2 CCW's, since you need 2 LC's to get that. You're LC does exactly what your PW does but rerolls wounds... why the hell are you paying 15p for a sword your not going to use o_O? Am I missing something here, or is this all kinds of crazy?
As far as terminator arms go, file/sand/shave down the shoulder, and pop a power armor shoulder on. Works well for power fists and LC's, not so go for say stormbolter arms
