Is there a Walmart near where you live? If so, grab the 96 cent flat white spray cans. Otherwise, do what DijnsK said. The cheap stuff works just fine, just use thin coats and let the models dry overnight for best results.

I use rustoleum white primer from home depot. Switched to it when I realized it had superior coverage and finish to army painter for half the price. It's pretty good stuff.

Krylon is my primer of choice, and slightly cheaper than Rustoleum as well

I use rustoleum painters touch x2 primer. Although I have to be aware of the range of the can more since it has double the output it's easier to overload the mini. It's available at home depot. Another good and extremely cheap brand is Colorplace grey primer, it's 2 dollars a can. It's a very light grey too so its a good sub for white. You can get that at Walmart.

just be sure to test them on some sprue or an old test model first!!!
you wanna get the distance and spray intensity down before you use it on your actual models!!
if you go to close, or if your spay is really intensive, you will clog up your details because the paint will pool there. if your too far off, the paint might dry mid air creating a grainy texture which will show throughout your paintjob!
