I'm brand new to WM and I'm taking the Protectorate half of the box.
I want to run Jack heavy and highly shooty.
Can you guys give me some suggestions to fill out the rest of the army for that with the starter box as my foundation?
Also, bonus cookies for keeping me away from metal as much as possible.
Thanks all!

You should definately get a choir, a vassal or two and a Repenter.
The choir is of course a no brainer in Menoth and they just released plastics for it, the Vassal allows you to get more shooting from a jack for free and doesn't care about ROF of the the gun in question. The Repenter is a nice infantry clearer with a good spray.
Do you know which caster you're thinking of using these with?

Choir and Vassal of Menoth is a must. If you want to stay away from metal and want a very good unit that is shooty as well go with some Errants with UA a serachel or whatever is good with them too.

Thus, After having thus successively taken each member of the community in its powerful grasp and fashioned him at will, the supreme power then extends its arm over the whole community. It covers the surface of society with a network of small complicated rules, minute and uniform, through which the most original minds and the most energetic characters cannot penetrate, to rise above the crowd. The will of man is not shattered, but softened, bent, and guided; men are seldom forced by it to act, but they are constantly restrained from acting. Such a power does not destroy, but it prevents existence; it does not tyrannize, but it compresses, enervates, extinguishes, and stupefies a people, till each nation is reduced to nothing better than a flock of timid and industrious animals, of which the government is the shepherd

Also, the Avatar of Menoth is a good jack, especailly since he won't consume any precious focus from your caster. Worth looking into a least if not buying outright.

Repenter comes in the 2p BB (it's the Revenger that gets removed for the Vanquisher) so I'd skip picking up a 2nd until you know you're going to like the 1st. I would recommend you pick up a Choir and a Vassal of Menoth (be sure to check, because there are two solos with Vassal in the title, you want the one that isn't a mechanic). Adding those into the 2p BB army gives you a good core to expand from as they get you to 25 points when using the minimum Choir. From there I'd recommend picking up a Reckoner or two, but I'd wait until next month when it arrives in a plastic kit. Avatar is a good melee beatstick and as was said, doesn't rely on your Warcaster for focus, definitely another purchase I'd recommend. As to casters, I used Severius with a decent number of jacks (4), during our journeyman league, so you might want to give him a try. The last model I'd recommend picking up is Eiryss. She's a Mercenary, but she's so very good at setting up for your other models to really put the hurt on things.

Thanks so much everyone for the suggestions.
I'm running straight out of the box right now, learning the mechanics. I like the caste that comes in the box, but will definitively be looking to expand options there.
I'll look in to the Choir, the Vassal, and the Reckoner once it's out in plastic.
I already got a box of Errants.
Thanks again!
