The Home Office has put forward the author of a controversial review of police pay to be Chief Inspector of Constabulary for England and Wales.
Lawyer Tom Winsor will appear before the Home Affairs Select Committee next week before final approval.
If appointed, the former rail regulator would be the first person in the post who has not worked as a police officer.
The Police Federation queried whether he had the "profound understanding of policing" that it said the role needed.
BBC home affairs correspondent Danny Shaw said the home secretary's decision to select Mr Winsor was an extraordinarily bold move as his review had made him deeply unpopular among many officers.
The 54-year-old would be the first civilian to take up the role since Her Majesty's Inspectorate of Constabulary (HMIC) was first established in 1856
After the Home Secretary got booed and heckled at the Annual Police Conference, she has decided to back the person who penned a pay review that caused the police to go on a protest march (and was the reason for the boos) as the new Chief Inspector, despite the fact he is not or ever was a police officer. I can't imagine this will go down well with the bobbies on the beat.
So what do people think? Can someone who has never been a copper earn the respect of the people who feel like he's pushed in the queue? Is it right to shoehorn someone into a job ahead of people who have worked at it for years? Can someone who was never a police officer really know what it takes?

This will be a wildly unpopular move. However, most coppers are realists, and won't bother doing anything about something like this until he starts actually impacting their lives. But that won't take long, is my guess.

Well 30,000 of the police have already protested against the report put forward by this guy. Also, does this guy have the spuds to make judgement calls if there are riots again?

I hate Blair, but he never put a bean counter in charge of the Police, especially not at a time when we've had riots, and there's a good chance of more as the cuts get worse.

An independent Inspectorate being run by a person who has no affiliation to the thing he's inspecting? Ludicrous! Or in fact the very thing that's needed.
It should be noted he has no power to make changes, like the other Inspectorates, he can only make recommendations. Chief Inspectors should always be from 'outside' in my opinion so that assumptions are not made and fresh perspective etc.
HM Inspectorate of Prisons has always had someone from outside, and the inspection teams are made up of a mix of people from inside and outside the prison system, headed by someone with experience as a governor of a large prison.

I wouldn't mind someone independent of the police running the Independent Police Complaints Commission. There it is kind of needed. But what happens if, like last year, there needs to be definitive decisions made on the spot.
And who chooses whether these recommendations are acted on or not.
