The game would be like Space Marine, however its a 3rd person Guard game.
You would be able to choose at the start wether you can play as 1-Guardsman 2-Commissar 3-Storm Trooper

Each choice has a different campagain behind it but its all the same planet and time. Also each character will meet in the campagains at sometime one or more. E.G. if you play as guardsman you will meet the commissar and what you see the commisar do you will have to do if you play as the commissar. Each campagain reveals another part of the story.

Weapons would include: Melta-gun, Bolt-pistol, Lasgun, Hotshot Lasgun, Laspistol and other Guard related weapons.

All they need to do is make a Star Wars Battlefront clone...

One of the Call of Duties (Finest Hour? I dont remember) did something similar to that. I thought it was a cool idea.

So a third person shooter? Not exactly a revolutionary idea. The old Call of Duty games all had 3 campaigns, up until CoD4. I like the idea of interlinking the campaigns though, but I think a game where you play as a Guardsman would be better suited to a Brothers in Arms-style game where you command a squad.

Yes that could be a good idea actually but still open for ideas

To make it unique you would have to have them play differently. For example the commissar may have to command men, keep up moral and shoot deserters etc.

I wouldn't mind playing a squad based stealth shooter playing as the tanith.

I agree with this. Would it just have guardsmen and one other race? Or would it have just about all the playable races in 40k? (Blood Angels, Space Marines, Orks, Nids, etc...)

You could have all the races but you'd need to come up with a story that allows them all to be fighting in the same place...
I'd combine the Imperium into one side and have Space Marines as an elite soldier option rather than a faction on their own.
