According the 3 edition rule book Centralized Control is described as
"Whenever the rules talk about a platoon you can also read that as Soviet company. When the rules talk about a company, you can read that as a Soviet battalion."

But, I don't understand what this rule actually does. So my platoons are now company's, big whop. I mean what does that actually result in?

It means that your units are generally going to be much larger. It also means that the the platoons in your companies have to stick closer together (since companies act like platoons) and your actual platoons aren't able to move as independently as platoons in other armies. It also changes the way you allocate hits. Hits for pinning add up on a whole company, not just a single platoon. The good news is, big Soviet companies take twice as many hits to pin. You also usually don't have platoon command teams, but will have several company command teams and a battalion command team that works similarly to the company commander in other armies.

You'll also have access to corps-level support, and not just division-level support.

What it means is that when a rule in the main rules refers to Company it means Battalion for you, the same goes for Platoon-Company.

This. In the main rules the platoon as the smallest independent unit and the whole force is (usually) a company but in most Soviet lists the smallest independent unit is a company. Centralised control is just to clarify this and to prevent anyone having strange ideas about taking company morale tests when you lose a single formation etc.
