It depends... was that chaplain leading a command squad?
If so then he would count as an upgrade character and not an independent character.
Meaning he COULD NOT get singled out in close combat until all other models in the command squad had been killed. If this is the case then the other player acted properly.
The rules for this are under "Retinues" in the
40K rulebook which is page 48 if you are using the
AoBR mini-rulebook.
However if the chaplain was merely attached to a crusader squad, he would count as an independent character for the purposes of close combat. Meaning he COULD be singled out in
CC. If this was the case then the other player did not act according to the rules.

From memory that *isnt* how it works with chaplains, sadly, meaning you dont get to assign away wounds.

If cenobyte servitors counted as a retinue then you wouldn't be able to attach a chaplain to a crusader squad.
But you can, ergo they are not a retinue.
