Democracy's rules are lazy and poorly written.
I prefer the better Totalitarian system, none of that dice rollin' and luck/free will fluff. In Totalitarian you just draw a card from the deck and do whatever the Leader tells you to do on the card. It's much more suited to Competitions too; as you can kill the opposition if they do not agree with you.
