Do they go through the entire process of becoming a marine as any other marine, with the exception that they have a librarian watching over them? I mean do they serve as scouts? How does that work?

They do everything a Scout does and more.
They serve their time in the Scout company but instead of becoming a Devestator upon "graduating" they join the Librarium. From what I gather they basically become apprentices to the senior libbies, come along with them on missions, get training in their powers, and learn the Dewy Decimal system.

No, but where certain books go changes.
For example, the Ultramarines and BA's put the Codex Astartes under the reference section. The Space Wolves have it in the humor section.

I think they go through scout training, and then if their phsychic powers are detected, they get pulled out just before they become devestators and go through all this librarian
training stuff, like near-suicidal training exercises, etc. At least, that's what the Salamanders do.
