As far as I can tell, the only Emperor's children paint is the purple color, so I guess there was some form of screw up when they were filling them, and one ended up blue..

kind of the same as finecast and liquid greenstuff!

I think Dijnsk has nailed it!
Rather than attempting to sell you *just* three-five pots of paint to achieve your desired chapter's colour, you will now also have to mix each one from two pots!
Geeenius.
(Complex colours of course may well need an additional pot of toner to provide the most authentic and accurate Finecoat experience)

It's just been mislabeled, search Emperor's Children on the GW site and it'll bring up the pinkish layer paint in the op's pic.
