My own rulebook is fairly outdated, so while I am waiting for the Free Peoples book I threw together this list for 600 pts. Its not in warbands format, it may or may not include the correct heroes to unlock all the troops. This is basically what I want in the list, though I am open to any suggestions.

I would appreciate some general tips on constructing warbands (all bows in a warband? mix of spears/swords?).

Legolas with armor
Haldir with armor and bow
Elladan and Elrohir with heavy armor
9 High Elves (hand weapons only)
8 High Elves with bow
1 High Elf with a banner
4 wood elves with spears
4 Galadhrim Elves with spears and shields

600 pts.

I chose those models for spears since they are the ones I currently own. Unlocking them shouldn't be a problem, but mixing spears into the proper warbands might be. I probably also have too many High Elves for only have the Twins as High Elf heroes.

Again, I'd appreciate tips on how to make this work with the warbands rules, i don't changing the list around to include a different hero or different elven factions to get the necessary warrior roles.

The high elves must be in a different warband from the galadrim and the wood elves but the latter can be taken together.
I've been told that putting all of the bows in one warband is a good idea but I've never tried it but it is a good idea to mix your spears and swords.
You can only have twelve modals in each warband plus a hero so you wouldn't be able to take all of the high elves you currently have unless you add a captain.

I don“t see any mention of that in the free peoples book where are you getting that from? A lot of the older rules are gone with the last large scale release

A hero from eriagon can't lead mirkwood or galadhrim just like frodo couldn't lead a warband of dwarves or gwaihir couldn't lead a warband of elves.
A hero from a different section (ex: eriagon, mirkwood and galadhrim, hobbits of the shire...) can't lead a Warband from another section.
