Normally no, but I think Skaven have some exceptions, at least if one of the units is slaves.

You could scatter into the combat but that's about as reliable as lizardmen failing LD tests.

It has to be all and only slaves in the combat.

The rule is no, you cannot ever shoot into a close combat, not even if it's one guy vs. 100 and you would be shooting at the opposite side of the unit. Your generals are too considerate of their own troops to even condsider such an idea, not matter how treacherous and evil they might be otherwise.

The skaven alone get a single exception. If the close combat in question involves Slaves - and only Slaves - on your side, you are allowed to shoot (as well as cast magic missiles/direct damage spells) into the combat.

Not entirely correct. Skaven have two exceptions:

1. As you said, and combat including slaves and only slaves can be fired into by any other skaven unit.

2. Poisoned Wind Globadiers can fire into ANY combat, regardless of who is fighting.
