Does GW make a model that can be used as Belail with TH/SS? I know there's no official Belial, just looking for a good counts-as

You have a couple of options.
1.) Darnath Lysander: just shave off the pesky IF bits.
2.) Arjac Rockfist: again shave off pesky wolfy bits.
3.) Buy a Dark Angel upgrade sprue. Go online buy a single TH/SS Terminator (they run about 10 dollars with free shipping from spikey-bits). Use the Dark Angels legs, Shoulder pad and Shield and you have Belial.

I dont like the beard on Rockfist, so he's out, but Lysander seems to work well. And I would use an ordinary termie, but I want him to be more "special"

I understand maybe if you have the funds a Tartaros pattern Terminator with the upgrade kit would be special.

That would work, and the Terminator weapons kit has the nice hammer/shield

I painted up a Belial for a bunny a while ago:


Just get Lysander, shave off the obvious Fist imagery, and put on some spare DA bits!

That's pretty good if you were just painting it for a bunny, I think they're colorblind

I just used leftovers from my DA Vets sprue in a box of Assault Termies. Think I just managed to squeeze out him and 4 Termies, and I had some left from long ago...

Problem solved. Just painted his base a different colour to make him stand out.

I got the Forge World terminator character with the two lightning claws/power fist (can't remember name) and used asstd.DA bits and weapons to get him up to a very nice Belial. I did get another and kept the LC because it is a sweet model.

you can make a bobliel out of a normal termy, here is mine

I used the terminator captain model, a death company thunder hammer (all I had), and the Dark Angels storm shield.
