I’ve had idea/s for an Dragonborn Space Marine race.
I call them the Dramon (Dr-ram-on) Dram (Dr-ram) for short
I’ve had an idea to mould the heads off of dragonborn from Dnd and customising them to look futuristically as I can. The heads then would then be glued on a space marine.
I have a few Dragonborn modules that the heads fit, and I had made a module with one.
The bad thing was that everyone around me was saying that they where Heresy.
I had made a story for them and everything showing them that they were part of the human race.
I decided to take the head off and replace it with a Space marine one, just so they could shut up.
 what shoud I do.

Dragonborns would be considered mutants the way you describe them. They would be purged. So unless you make them chaos marines I fear it isn't going to go well ... Fluffwise at least.
Other than that. Its your army so you decide what you want to do with it. If dragonheaded marines is what you wanna do then by all means go for it! (and don't forget to show pictures of the result)

While this would count as a mutation no matter what kinda spin you put on it (unless instead of dragon heads they wore dragon-esque helmets) You should look into the SW Wulfen on this subject.
They are mutated SW. It is not a Chaos-induced mutation but rather one they inherit through their Gene-Seed. Wulfen actually boast a higher resistance to warp energies.
However they are still either locked away, hunted down or sent to die in battle (much like BA).

You're going to have a hard time ever finding a canon-compliant back story for a mutated chapter, given the fact that all of the other examples in the fluff of mutated Space Marines seems to end badly for the poor bastards. They either turn to Chaos, or are excommunicated and destroyed, with the exception of the Space Wolves, but they have plot armor and can get away with anything the writers deem to be cool enough.
As such, you're probably always going to run into resistance from game purists if you try to make mutated Space Marines of any form. The Imperium is just not a very tolerant place, and it even hates the Space Wolves too. However, nobody should tell you what to do with your plastic toy soldiers if you want to model them up with lizard heads. But, just like the arguments for female Space Marines, or Genestealer Hybrid Space Marines, if you want anyone to accept your background or reasoning, it's probably going to be a hard thing to do, lol. Admittedly, it's less of a stretch than the previous two.

Also remember you are not just limited to Imperial and Chaos Space Marines. There are also Renegade chapters, who, for all intents and purposes function like a regular SM chapter only they do not serve the IOM. Instead all renegade chapters are declared traitors of the Imperium and they will often engage in conflict with one another.

If you can make the heads somehow look like they are helmets and then perhaps model a few space marine helmetless heads to be only slightly dragonlike then I think you'll have a winner, because then they wont be any different from the spacewolves (longer teeth, maybe a scale-like covering on their scalp) remember that plenty of chapters aren't 100% orthodox and the inquisition tolerates them as long as there's no taint of chaos or unloyalty to the emperor (blood angels, black templars, space wolves, all have something going against them but they remain due to their unswerving loyalty)

Outside the galaxy there is a mass of nids, ork radio signals and the cold void of space. Not to mention a lack of space marines or those inclined to make space marines. Also out-of-galaxy xenos/mutants would likely be burned, maimed or otherwise destroyed a thousand times over rather than being heralded as a new age of space marine and given power armour.
To summarise:
Space Marines are Super Humans, focus on the human part since they're genetically engineered.
Xenos arent treated nicely.
There are no Xenos Space Marines.
Having reread this is comes across as a little harsh, I'm all for creativity and you could quite easily have a race that uses space marine stats but for your fluff putting them in as xenos marines just doesnt work in the setting as is.

The humans ……. (some talking happens balar blar balr)
The humans got a small (young) chapter of space marines (because the Dramon are a bit Stronger than a human) gave them amour and equipment to fight them selfs.
And the goal is to get the Dramon to earth is set. But on the way they have to fight other aliens and other human races (not knowing that the Dramon are trying to help.
That is a brief to the story.
What do you think.

It's not too bad of a story, but it really doesn't fit the 40k universe at all. It assumes humanity is like they are in Star Trek, willing to look past superficial differences and coexist with aliens who will cooperate. Humanity in the 40k universe is an ignorant, superstitious, fearful race whose preferred first response to aliens is genocide.
If you want to use this idea in 40k, the best fit is to ally them with Tau, not humans. Perhaps their technology operates similarly to the black carapace, so the Tau turn over all their research on human power armor and field them in a tactical deployment similar to Marines. You could play the marine codex, but the race itself would be seen as blasphemous by the Imperium and hated even more than most xenos.

that does sound good maybe i might do that. but i thought about having humans and Dramon.
maybe they could do what the Tau do to humans.
1 take over the planet.
2 tell the humans to leave or join us.

The only way I can really think of it as being Imperium compatible is if your Dramon were already a company of space marines who, at some point, had their Gene Seed altered via a non-warp related incident.
This way you could have a happy chapter of (for the most part) normal space marines who suffer from the occasional taint of mutation.
As previously mentioned there are other chapters with obvious mutations who still serve the Imperium quite well. Although, outside of their own chapter, their mutation is still frowned upon and the source of much controversy.

Unfortunately, the Hereteks had just perfected a mutagenic virus which explicitly targets Space Marine geneseed, inflicting horrific amounts of mutation upon their targets.
Due to a strange phenomenon with the <DATA EXPUNGED> geneseed, the only survivors of the plague were horribly mutated into some freakish lizard-like thing.
These few-and-far-between survivors were protected initially by the very same Inquisitor Lord <REDACTED>, thereby surviving the first few rocky years as mutants.
Currently, the Dramon (as they call themselves) seek a cure for their ailments and have fostered a view of the Imperial Cult that is almost as dangerous as <DATA EXPUNGED> and is just as warped as they themselves.
Currently, their fate hangs in the balance, teetering on the knife-blade of service to His Most Holy's Imperium of Man or damnation and obliteration at the hands of Inquisitor Lord <REDACTED> and the might of the Inquisition.

You could always make them a death company of your space marines. Use of of the lost primarches and name him something dragony. Claiming his geneseed has ties to dragona blah blah blah. Have the normal marines be just that. Normal, maybe they have some scaly skin at best ( as the salamanders eyes glow, which is a mutation from there planet, i. Dont think itd be a big deal) and from there you have your "dragon company" guys who mutated into astartes dragons. Who are sent into battle to die, and thats there sole purpose.
