So I decided to create an army based upon the Dark Angles sub chapter. Basically keeping it to a shooty/mid-range type.
Now I switch between the vanilla SM codex and the DA codex.
So here is the break down for an army around 1500+ pts, I don't have the point cost for each unit on me, but I'm sure most of us can just see it by looking at the gear.
HQ - Lib
Ezekiel- 170 pts
Master Belial - SB/Power Weapon
-W/ Terminators + apoth upgrade/standard
Troops
Tac Squad
HB, PG, Sgt w/Chain sword
Rhino w/SB
Tac squad - Ezek attached to squad
MM, PG, Sgt w/Power Fist
Rhino w/SB
Elite
Terminators - SB/ Sgt w/Power Weapon
5 man scout Squad 4x sniper w/ ML
Heavy Support
Ven Dred W/ Assault cannon/ Heavy Flamer

If you're putting Belial in an army list, it should be to convert Deathwing squads into troops. He should also be equipped with a thunder hammer, as he dies rather quickly without a storm shield.
And what do you mean by switching between the vanilla and DA codexes? And what points limit are you going for?

Oh, I just mean I have both codex point values at home depending on how I wanted to play. I mainly use the DA one at this point because of the Deathwing assault and the better scouts. I forgot they counted as troops, thanks for reminding me. the point value I'm shooting for at this point is 1500, but I'm looking to round it out to 2k in the future.

DA Psychic powers are not very good. I don't really see a need for him.

I agree Belial should have either LC's or go with TH/SS. I prefer LC's coupled with the standard he is awesome. You just have to choose your target Belail will last long enough to make it worth the LC's. I personally find TH/SS to be boring.
Troops

I think Assault terms are better for this type of army. Like has been said these are troops. They really could use a CML or assault cannon. CML preferable. Then you can keep the LC"s or TH/SS that they should have.

Scouts never seem to do alot in my army. Seems like the points could be used somewhere else.
Heavy Support
Ven Dred W/ Assault cannon/ Heavy Flamer
He is actually Elites. Not really sure you need Ven on him. Might want to think about Plasma cannon. I use 2 and they work well for me.
5 man Dev Squad - ML x4, Sgt w/Chain Sword
5 man Dev Squad - 2x Plas Cannon/ 2x Las Cannon
Fisrt squad is pretty good. Why would you mix Las and plasma. They really have 2 different targets IMHO. I regularly use 4 plasma cannon devs and they are great.

Well this is what i think could be changed IMHO. Please take it how you see fit. I don't really mix my Deathwing with my Marines. I useally play one or the other. Mostly terms with tank supprt, or mostly Tac marines with tank support. Anyways good luck!

The dev. squads are overpriced. They also do not really move which is an issue.
I would get extra armour if your dread will be a vet. Also I would get a longer range weapon on the model, as not much of your army will want to go forward to support him.
scouts are ok
The termies will be troops. I would go mostly SS/TH and definitely bring the CML.
I would not bring the heavy weapon with the tactical squads. Just bring a special weapon, usually I would go for melta as tanks need to be killed. Then any number of bolters, with one squad with 1 less so Ezekial can tag along, or a character with combimelta.
Belial is cool, I would use SS/TH as it keeps him alive for longer.
ezekial is ok, his main advantage is the hood, if he didn't have to move to use his power or if he were a daemon in cc I would be happier.
Good luck, I am sure Dark Angel players will be very happy in the new edition.

Not sure how many points exactly you are looking at but I pointed out your list and it was in between 1750 and 1500 so I just went and made a 1750 army.
I dropped some units from the army because IMHO they are not very effective and I have replaced them with what I think are better units. I removed the scout squad because as stated before they just do not really do much and the points could be better spent on something else.
As stated the dread is an elites choice if you are gonna take venerable then you should give him extra armor. I also changed his ranged weapon to a plasma cannon. It is effective at dealing with squads and transports.
I changed all the terminators to TH/SS because well they are just much better in that way. I added a CML to the squad because 2 mobile missile shots per turn? Yes please. Giving them TH/SS with Belial equipped with a TH/SS makes them tough as nail and capable of dealing with deathstar units your opponent might have.
I also dropped one of the dev squads and added in 3 TML speeders. The reason for this is you now have 6 ML shots per turn on platform that can move 12 inches and still fire. This allows you to get the missiles into range and in support where it is needed when it is needed. No shot? Move faster and get a cover save. If your dev squad has no target it cannot move to get a target because then it cannot fire and as balsak said LC and PC in the same squad is counter productive take all PCs and do some damage to troops.
Lastly I changed the tac squad set up. Take preds with TLLC to give yourself some mobile anti tank firepower. Combat squad the unit and put 5 guys with the special weapon in the RB and drive around and hunt special targets. This allows you to park the missile launchers on objectives in your zone perhaps and fire away at targets that present themselves. Having the heavy weapon sitting in a Rhino does no good.
Again these are all suggestions based on my opinion they are no way the end all be all opinion just what I have observed playing games over the years. Also this is assuming you do not already have all the models listed and are going to be purchasing the army. If you already have the models and cannot or do not plan on buying new stuff then ignore everything I just said...
