I can't find anywhere that says unit options must all be given to separate Grey Hunter models.
In my Imperial Guard codex it states things such as:
-One Guardsman may replace his lasgun with [a meltagun]
-One *other* Guardsman may have a Vox Caster
In Codex Space Wolves it just says:
-One Grey Hunter may replace his bolter with [a meltagun]
-One Grey Hunter may replace his close combat weapon with [a power weapon]
-One Grey Hunter may have the honour of carrying a Wolf Standard
I see nothing stopping me from putting any 2 (or all 3) of those options on the same Grey Hunter model.
The reason this is an issue is that I still predominantly play 2nd ED
The 2nd ED Space Wolf codex says a Grey Hunter Sergeant is always armed with a Powersword, and is the only guy in the squad with the option to carry 'special weapons' (meltagun, plasmagun, flamer)
And I use those Grey Hunter backpack mounted mini-flags for my Wolf Standards
So for 2nd ED, the guy with the backpack flag is the sergeant.... and he's also the guy with the meltagun.. and just to complicate things more he needs to carry a powersword (although I usually just call it a "hand weapon" in 5th ED so my Powerfist guy gets the single "Power X" upgrade option)
Sound Legit?

You can put all the upgrades on the one guy, it's terrible and will cost you dearly.

The rules don't stop you from giving one grey hunter all of the upgrades. But don't cry when he dies.

Nothing wrong there. Ofc if you can somehow give the second (free) Melta/Plasma for ten men to the same guy he can still only shoot one, so it's a waste.

You cannot, he has but 1 boltgun to replace.
