the rules are very well written and make mostly sense. basically they are not difficult to learn. however there are quite a few mechanisms which are not common in GW games and it takes a while to get used to them, remember then, apply them correctly and most importantly see their tactical applications.

difficult to learn? no. get everything well memorized and applied correctly: takes a bit longer then 40k i wold say.
