I'm looking to build, convert or buy a model (40K scale) to represent the King in Yellow from the Call of Cthullu mythos.

Any suggestions on a base model to work from, or a source for an existing model?

Your reference is backwards. The King in Yellow inspired HP Lovecraft, not the other way around. The King in Yellow predates Cthulu stuff by 40 years.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

I'm aware of that, but he also made it into the Mythos, and Call of Cthullu is a bit more recognisable to most folks

I would think that you could base the guy on one of the cloaked wonders that GW has out there, such as the Flagellents, or some of those Bretonian scrubby guys, ( I forget thier name, but they run around with a dead knight, and a horse skull on a stick)

There was a base guy that you could use, in 54 MM, and then add in some green stuff.

I would recommend a reaper, remove the scyth and refit another skeletal hand in there, or reshape the sleeves of the cloak with the greenstuff/ epoxy. ( If you can find him, this guy is who I'm thinking of.)
