I've been playing Warhammer 40k and i was wondering what the best low model count armies in fantasy are. i'm a big fan of magic and i love the chaos demons from an aesthetic sense.
what is a good low model count race that i could build a 1500 point army for less than $300?

I was gonna say elves warriors of chaos etc, but for $300 you should be able to build any army up to 1500 points, unless American GW prices are a lot worse than European.
Without looking at your website I'd reckon you could get two hordes of pink horrors converting two from them to become a herald and your bsb for under $180 I'd assume, which would give you 60 models and about 1000-1100 in points leaving you more than a hundred points to spend to finish off a strong magic list thats relatively cheap

Ogres have the lowest model count and have some pretty nasty magic.
If you like Daemons, you can build a decent army with low model count but it could get pricey.

Chaos Daemons do seem to fit your bill quite well. Sure, their model count isn't as low as Ogres or something, but they're no Skaven. I'm not too familiar with the Army Book, but from what I've seen and heard, you can concentrate on Greater Daemons and stuff to get your model count up.
Other good Low Model Count armies are HE, Ogres and WoC. They all have good magic too, with HE's being the best.

i think high elves would be the most cost effective is that correct?
so a bsb and two boxes of the pink horrors would be enough to have 1500 points?that's awesome.

Ogres are the most cost effective.
2 battalions, 2 boxes of Mournfangs, 2 Ironblasters, and a pack of Sabretusks will get you 2500 points easily
This gives you 12 Ogre Bulls(with Ironfists and Command) 12 Ironguts(with command) 4 Mournfangs(with IFs, HA, Bellower, and Dragonhide Banner), 2 Ironblasters, 2 Sabretusks, and 4 Leadbeltchers.
Then with the 4 leftover bodies you can scratchbuild some characters. A Slaughter Master, 2 Butchers, and a BSB will round out your force.
It comes in at $375, not including the army book. And you have plenty of wiggle room with options.

i don't think i want a 2500 point army just due to time restraints and the fact that i don't even know if i'll like it.
i think after dwarves and orks, that ogres might, unfortunately be the least appealing army to me in terms of visual design.
is there a decent second cheapest race?

At 2000 points I can make a effective Ogre army with a smilar number, althou Ogres really benifit from a 12 strong block of Bulls
