If you can't disembark after moving over 6" then if a vehicle is destoyed after moving over 6" then does everyone inside die. If so this is a dick move from GW and an abosolute Dark Eldar nerf.

No, because the restriction on disembarking is in your own player turn.

The Dark Eldar nerf is that you are no longer able to disembark, move, run and then assault.

Now my wyches, after disembarking, will have to hunker down in cover somewhere for a turn waiting to get shot at.

Open-Topped is an assault vehicle, so:

Move 6", disembark 6", shoot instead of run, charge 2d6" rerolling one or both dice.

You lose about 2" of disembarking from getting out after moving 12" but other than that, it's not that terrible a change.
