Try the freewargamerules site to give you some ideas, all free if not always the best but they can be the base for your own creations

Or try Two Hour Wargames, Chain Reaction is quirky but free and has a few suggestions for adaptations for hooror - if you like the rules I suggest you look at All Things Zombie by the same company.

Another alternative is to look at boardgames such as Last Night on Earth and adapt the rules to the tabletop.

It's not free, but it's cheap.

Fear and Faith. http://www.ganeshagames.net/product_info.php?cPath=1_8&products_id=15

I've not played it, but I play the fantasy version "Song of Blades and Heroes" (from which F&F derrives it's mechanics) alot and really enjoy it.
If you're looking for a rulest that is engaging and streamlined, then you should definitely give it a chance.

It's only an 8 buck PDF, and the author also gives free updates to purchasers when new versions come out.

And another. Plus there are a couple of expansion books out for it now for not-buffy (Kooky Teenage Monster Hunters) and not-ghostbuster (Ghost Rangers) games. Not tried KTMH myself but you've got to love any games system with special abilities like Killer Heels (for the fashion conscious slayer) or Affably Evil (for the cheerfully malevolent).

The expansions look pretty good, but just so you know, if you want a more traditional horror setting like victoriana or modern horror, the core rules will cover that.

Thanks all, in theory im looking to set up a running (in terror ) campaign. Not sure on a more down to earth setting, or something more along the lines of alien/dead space, but from the point of view of the random civilians rather than the big-damn-heroes. So with a focus on them avoiding, or just pushing the monsters back and trying not to die while they do what they need. See where im going with this?

The Fear & Faith core rules should cover what you need. All the Ganesha game versions are very adaptable. Out-the-box F&F already covers scenarios from your typical survivors vs zombies, underworld-esque vampires vs werewolves, through trapped civilians stalked by a psycho slasher to van helsing and angry villagers hunting down dracula. There are free online tools for statting up new monsters or heroes. I've used it for martians trying to abduct hapless rednecks.

From what you described I reckon assigning the Zombie special rule to your not-necromorphs would work, making it possible to push them back or knock them down but much harder to actually kill them. I find that games work much better with normal civvies rather than action heroes anyway, as it is always more tense when they have to gamble against their moderate Quality to get enough actions to complete a critical scenario objective but are risking ending the turn and being overrun by nasty things with sharp teeth.

Classified

It's not free (though it is cheap), and it's closer to being a board game than a 'proper' wargame, but I'd highly recommend the Cthulhu mythos-set game The Hills Rise Wild for "out of the box" tabletop horror.

As Larva_uk says, F&F should do that for you. It's not as aimed at Aliens, but it's adaptable to that. It will handle civies or professionals with equal ease. The free unit online unit creators aren't flashy (very basic HTML from what I can tell) but they are really easy to use and add alot of value to the Ganesha Games system.
