I just watched a game between two of my friends, one played german panzer company, and the other played an american rifle company.

During the game the americans called in air support several times, and in one of the attacks the plane dropped bombs on the german company command who was in a panzer IV. After hitting and going through the top armor of the tank we looked op the firepower for the bombs which appeared to be a +1, we discussed it quite a bit but eventually agreed that it was passed automaticly.
Is it an auto pass or is it like warhammer where ones always fail and there is modifiers when hitting something like a bunker?

In FoW +1 is always passed, there is no such thing as "always fail" in FoW like in 40k, so they played it right as you can't score lower than 1
