1) Under the rules for running it just states that any unit can make a run move. Does that mean even vehicles?
2) Under the rules for Overwatch it states that all normal rules and restrictions are applied as usual but the rules for template weapons say that you don't bother placing the template. Does that mean if I have a flamer behind a row of marines that I can overwatch with it even though normally it would cover friendly models?

Posting in here because topic is the same.
How far can fast skimmers move?
Example: command barge necrons
Do vector strike attacks roll to hit,,, do they allow jink saves?
Contradicting information on how many powers each psyker gets. Rulebook states one per level but I also read they can trade for rulebook powers so how many can they get.
Example: Primaris Psyker IG has 2 powers can he pick two or only one from the book (He is mastery level 1).

Off the top of my head skimmers can move up to 12" and an additional 6" in the shooting phase (flat out). So a total of 18".
Fast skimmers are the same but can go 18" in the shooting phase (flat out). A massive total of 30".
Dark Eldar skimmers with Aethersails can hit 32" to 42"
I'll check the other two.

Vector Strike causes D3+1 hits. So no rolling to hit.
Mastery level is how many powers it can *cast* per turn. Not how many it has.
Nid HT has two powers, can cast one per turn. Mastery 1
Nid Slord has 4 powers, can cast two per turn, Mastery 2.
You create your psyker the same way you always have. Getting some powers, paying for some powers. Some are mandatory, some are optional. You go about it the same as always.
THEN...
You can choose to 'turn in' those codex powers, and instead use the BRB powers. It does not matter how you got those powers... just that you have them. For example, if your psyker comes with one power, and *has* to buy a second power, and then you choose to buy 2 more powers... you have 4 powers.
The SLord comes with 4 powers for free.
Both examples have 4 powers.
SO...
You now get to make 4 rolls on the applicable BRB power charts. You can mix and match between the allowable disciplines as you see fit. If roll the same power twice (for the same model) you reroll (You don't *pick*) If you don't like the power you have rolled, you can swap it for the Primaris power.
It is all or nothing. If you have 4 powers, you must swap out 4 powers, or none.
I don't know if you have to pick the Primaris power right away, or can make all rolls first, and then decide if you want to swap any for the Primaris power.

I don't think it really matters, because you would be rolling for nothing if you intended to take the primaris power in the first place...but if your trying to get a particular power, but dont get it, you could then swap it out for the primaris...so it could be disadvantageous to just immediately take the primaris power

Mastery Level 1 can only cast Warp Charge 1 powers, so be aware. If your Zoanthrope can have up to 4 powers, and say you roll on the telepathy table. Option 5 and 6 you have to reroll, since they are Warp Charge 2. (Essentially, you'll have 1 - 4, and can trade one in for the Primaris Power if you like.)
That's an example, Biomancy has no Warp Charge 2, where as Telepathy has the most (i believe) with 2.

I believe the Psychic powers go something like this:
In your army, your psyker has a mastery level (addressed in the FAQs can be enhanced with wargear) which dictates how many warp charges they have (psychic powers they can use).
The psyker also has an amount of psychic powers they can 'carry' (usually purchased).
If you choose you can trade in your 'carried' (codex) powers for the generic powers. The rulebook explains how this is done: you roll on the chart of applicable disciplines (also in the FAQs) for each carried power and replace them. If you are unhappy with a result you can replace it with the Primaris power.
Unfortunately you can't mix codex and generic AFAIK.

No, you cannot. Every FAQ says "INSTEAD" , meaning all or nothing.
Every FAQ covers the explicit rules for how many powers you swap out, etc.

Alright had another wtf moment yesterday.
moving through cover or charging through cover is 2d6 and 3d6 pick the lowest 2.
If I have move through cover I get 3d6 Moving through cover and 3d6 pick the highest 2 for chargest.
All for infantry meaning if I have move through cover my average charge range is longer then if out of cover???
