6th edition rules state Monstrous Creatures cannot ascend levels in ruins.
Considering all my (Tyranid) Monstrous creatures heads are above the first level of a ruin, and the rule book says measure from head to base to determine engaged models, but also says you must attain base to base with at least 1 model in both units to be locked in combat, do ruins provide 100% anti-assault cover against Monstrous Creatures?
If I were using a Flyrant or Harpy, I can stand the model on the top level of a ruin if there is enough empty floorspace (the models do fit) so according to the 6th edition rules for skimmers and jump packs (gliding of course, not swooping) I could assault the top floor, but what about middle floors?
Seems kinda rediculous to me that you are in front of my face and I can reach you with all my weapons, but I can't fight you cause you are simply in the ruins.
Any thoughts?

It seems about right. 5th edition had a similar rule about beasts not being able to ascend levels either.

Just smash the building. The rules allow this to happen now and the damage chart will make people thing twice about camping.

Marines cant ascend ruins either. The stairs won't support their weight, and squad morale becomes broken.

You can still assault, on pg 101. after the bolded section it says that if the space is unstable or too small to actually fit the models you just have to place the models as close together as possible, provided you make clear that they are infact in base contact.

Except for Ruins MCs and Walkers are not allowed, by default, to move up floors.
