I'm about half way done with my massive Ork army, and I'm starting to crave a better painting skill level.
Right now I'd say I'm pretty low table top. (Check out my painting in my gallery)
What I'd like to do is find a tutorial site/set of guide videos, something like that, where I can kind of "start over" and really up my game a few notches.
I'd like to be painting at a "very high" table top level before the end of the year.
Help?

Secondly dakka is your best bet, oh wait we're already here

Just be inventive with the search bar look at the gallery and message the good painters, some if not all will give great advice, it's a friendly (mostly) community...

Well, I was more interested in something that was a cover all series. Something that guides you from one end to the other in all aspects of painting.
Something like Miniature Mentors series.
Also, if this is not the forum for it, where in the world should I have posted this?

Look for the archives link towards the bottom. Ron's tutorials are simple to follow and produce amazing effects. He really knows how to break down complicated techniques into simple steps.

As for the forum, probably should be in just the Painting & Modeling topic. PM a mod and they will move it for you.

I like Les at Awesomepaintjob.com. He has a YouTube page and some great tutorials on there. Otherwise you are in the right location, Dakka is the place to find all the info you need to better your painting skills.
