Pg. 43 'Unwieldy' - A model attacking with this weapon does so at Initiative step 1, unless it is a Monstrous Creature or a Walker.

Pg. 22 'Charging through difficult terrain - ...if at least one model in the charging unit moved through difficult terrain as part of its charge move, all of the unit's models must attack at initiative step 1

Pg. 22 Initiative Steps - To represent this, a model's Initiative determines when he attacks in close combat. Work your way through the Initiative values of the models engaged in the combat, starting with the highest and ending with the lowest.

Pg. 23 Start of initiative step pile in - At the start of each Initiative step, any model whose Initiative is equal to the value of the current initiative step, that isn't already in base contact with an enemy model, must make a pile in move.

Clearly states you attack at I1, and I steps clearly state you use the model's I. Unwieldy/assaulting through difficult does not modify a model's I, just when they swings.

Reads to me that models attacking at I1 pile in at their base initiative but swing at I1. Arguments?
