The fluff is like ketchup and mustard on a burger. Yes it's desirable, yes it makes things better, but no it doesn't fundamentally change what you're eating and no you shouldn't just drown the whole meal in it.

For ruins, Vehicles cannot normally move onto the upper floors of a ruin, and cannot Tank Shock units up there. The exception is for Skimmer Tanks, which can Tank Shock without a problem , other than possibly taking a Dangerous Terrain test.
For the Skyshield, it's a Unique terrain piece that essentially works like a hill with Difficult Terrain sides. There's no reason a Vehicle cannot drive up the sides of it, oddly enough. Measure the range to the edge of the Skyshield, take your Dangerous Terrain test, then measure up the side and then over the top. Stupid, but that's what they get for not calling it a baseless ruin

Ground vehicles would not be able to reach the unit, so nothing would happen and the tank would just drive under the enemy unit (Tank Shock only triggers if the tank comes into contact with the enemy). Skimmer tanks could do it, though, so if the unit fails its Morale test it'd have to move down the building/ruin as normal.

The Skyshield landing pad is an odd piece of terrain.
It is rather large and there looks to be no way down from the landing part of it for vehicles.
Have a look and decide for yourself about vehicles being able to access the top part:

Most would say that you can not tank shock a unit on the Landing Pad with a non-skimmer tank.

And yet the rules for it allow models to move up there just treating it as difficult terrain, and make no exception for vehicles.
Not the best thought out addition to the game, I think.
So the vehicle just jumps up there? or whatever magical way of getting up there the designers had in mind.
If it "allow models to move up there just treating it as difficult terrain" then you can move there with or without the off ramp.
There is no on or off ramp, though I guess you could model one onto it.

I absolutely agree that it's a little peculiar, but there is absolutely nothing excluding vehicles from being able to move up there just like any other unit, at least not that I can see. Happy to be proven wrong if anyone can find a rule that I've missed.
