I was going through the rulebook and it says that eldar and dark eldar are battlebrothers when it comes to alliances, I thought they were sworn enemies, does anyone have an idea why this is?

Like most of the combinations on the allies chart, it makes little or no sense, from either fluff or balance perspectives.

Well think about it this way. If you own one army you are more likely to purchase a few units of the other allied army (GW perspective) INCREASED SALES!

Dark Eldar and Eldar are not sworn enemies. Not even close. This isn't fantasy. They consider eachother cousins, and while not actively friendly, they would pick one another to fight with over any other race in the galaxy. The idea that they hate eachother has no actual basis in the fluff.

Already established fluff has had the two Eldar factions working together. Plus, one can think of DE as exodites, corsairs, etc.

It isn't the same relationship as Space Marines and Chaos Space Marines. Each side thinks of itself as the correct path for their race, but they both acknowledge each other as fellow Eldar.

It's hard to hate a guy who's the same exact race as you when the people across the battlefield are a whole nother race entirely.

There's even a story in the DEldar codex where Iyanden was getting attacked by Tyranids and DEldar saved the day.
When the seer council asked the DEldar why they intervened, the DEldar basically answered "for the lulz".

By that logic, wouldn't the SM and CSM be battle bothers?

No, SM and CSM are both frothing at the mouth psychopaths who only live to carry out the will of the Emprah/Chaos. Normal logic does not apply to them.

Eldar and Dark Eldar just see each other as having 2 different wways of beating Slannesh. Both think their way is right but they are still Eldar.

Its kinda like how every family has some relatives that they just don't approve of everything they do. They are still relatives.

Dark Eldar will of course happily raid and enslave Eldar but generally only if there isn't anything else around, or maybe because Eldar make for better soul nomming.
