That makes sense and seems to be a reasonable interpretation of the rule. Had my first game with the list as written in the
OP. Played a 3 Rifle Man Dred and
TFC list. The list did alright although I've tweaked things a little.

The main change is reducing the 20 man Kabalite Warrior group and including a 3 man Jetbike unit. The 20 man unit was hard to find cover for and the extra bodies were too costly and fragile for the single splinter cannon. Also now that Jetbikes are so incredibly fast having a small objective grabbing unit will be very helpful and add some much needed mobility.
Have 48pts spare in the second list could make a bigger beast pack or pick up a warlock although the warlock doesn't add anything to the squad and is quite expensive.
