I've seen it be required some places that your models are painted a minimum of 3 colors. If I basecoated models black, picked out certain parts dark red, and highlighted those same parts light red, would I have satisfied the requirement?
Color 1) Black
Color 2) Dark red
Color 3) Light red

Or, does red (no matter how many different shades of it) count as only 1 color?

i think its generally to stop people playing games with unpainted models, thats fine in my honest opinion

Red of different shades count as different colors.

And yes it's so people aren't playing with unpainted models. Although I understand that some people don't have there armies painted for a number of reasons, other poeple that run tournaments most times will require a 3 colors at least.

on that point my tau only have 3 colours, scab red revells anthracite and a white undercoat (exceptions being the suits) they look fine well technically 2 since you cant see the undercoat

I generally dont count primer unless it's washed. I'd do red primer, metal on gun, brown on base, brown wash on entire model. Done!

I'm of the opinion that 3 colors is the MINIMUM to play, and will (and should) still get you a 0 in the paint score, if paint is being scored.

I mean how hard is it to slap some paint on a model?

I take it you don't have kids and a full time job?
I don't even have the kids and I still struggle to do it. It's taken me a couple of years to paint 1700pts of Tyranids and 1700pts of Orcs and Goblins, and they're still not even based yet Of course I don't play in tournaments either, so what 'evs.

Recently I've been timing my painting (seeing as how I have such little free time and painting takes me so long!). The fastest I've got myself down was painting a Guardsman in 36 minutes, assembly took 20 minutes per model from sprue to assembled (cleaning mould lines first, push fit models do reduce the assembly time though), basing I haven't timed, but probably another 5-10 minutes. So best case scenario about an hour per model. A 2000pt army you'd expect to have, what, about 100 models, some of which are more complex than a rank and file model and might take twice as long to do. So being realistic I'm looking down the barrel of around 150 hours to assemble and paint the army. With a full time job and other activities I struggle to pull together that sort of time

That's all production line as well, so those are average times, I don't actually sit down and spend 36 minutes on a Guardsman, I've timed it takes me 3 hours to paint 5 of them.

Army painter stuff would definitely save me time, but my Guardsman scheme is pretty simple and it'd only save me on the basecoat (which only takes 2-3 minutes per model anyway) and the dip instead of a wash (which again only takes 2-3 minutes per model). Given Army Painter still isn't instant and requires setting up time and shaking off time, it'd probably only save me 5 minutes per model.

It always frustrates me to see lovely fully painted armies then look at my own army and think "well, another 80 hours of painting which will probably take me another year and I'll be done!"

Dude I feel your pain.. I am slowly painting 20K points worth of orks.. I put them away for almost two years before I had time to work on them again.. Now I probably get a squad(10-20 at a time) done every week to two weeks.. So it will be forever before I am done with mine lmao.. Here recently I have been thinking about doing more just base coats and a dip on the regular troops and really spend time on the more elite stuff of the army.. Seeing the basecoat and dip gives me a good base to add on later if I choose to do more blending of the skin and clothing on them..

I didn't bother really playing much until I had a fairly presentable army (at least partially painted). I've only just started playing semi-seriously (w/ release of 6th). And I've been a hobbyist for ~2 years now. Tad time consuming, but my painting/modelling skills are getting up to snuff.. All my stuff is probably 5-6 colors when finished, and I have only based about a dozen guys (wanna do something cool, snow flock is lame).

SW are almost finished (finished aka the models I own )
Gotta work on the RP, TWC (3 left), make more weapon choices for TWC, and get my hands on some freakin' termies. Oh, and convert more ML, if that's a surprise to anybody.

Nids are nowhere near it. Anything not a troops choice is almost done, but damn that's a lot of gaunts...

Oh, and now I wanna do Carcharadons Astra as well(got my hands on Tyberos the Red Wake for cheap), oh what fun this will be... so many lightning claws, so little time...

Why is it that only those who have never fought in a battle are so eager to be in one?

i think if you have three colours on and are playing semi reguly and the people that your plyaing with can see your makeing progress then its fine. Some people get really catty about painting but its a personal thing. For me it takes me years to paint an army and sitll then i go back and re do bits or add extra details. Atm i am working on a custom guard army with each trooper takeing me 4-5 hours to model and paint. Seeing as i need 150 of them and have a wife and work full time this army will be ready by 7th ed :-)
