So, shimmering scales gives -1 to hit in base contact with the wearer, and so does the White cloak of Ulric. Now, the White cloak of Ulric allows the Griffon to benefit from the -1 as well, does the same work with Shimmering scales?

No, Shimmering scales only works for the wearer.

White cloak provides a -1 to all models in base contact, so yes to that. But the glittering scales only give a -1 to hit the wearer.
In combat then, its -1 to hit the griffon, but -2 to hit the general.

It is similar to a Vampire Lord on Zombie Dragon. Zombie Dragon has a cloud of flies which makes all models -1 to hit (benefiting the Vampire Lord) and then Glittering Scales on the Vampire Lord is an additional -1 to hit wearing the scales. So Vampire is -2 and Zombie Dragon is -1. Now you can get silly and make the Vampire Ws 9. Leaving Models at Ws 3 or even 4 needing 7's to hit the Vampire.

Unfortunately, that wouldn't work. A natural roll of a 6 always hits - page 50 in the BRB.

or you could put a vamp thrall with fear incarnate/aura of dark majesty and the screaming banner bsb on a coven throne and when someone fails their fear check, then you win battle of wills by 1-2, they will be at WS 0! haha yes I know this wouldnt work but it would be totally awesome.

There are a fair number of ways to make a griffon -2 to hit or achieve an equivalent effect. The white cloak gives you -1, and then you can use Miasma (usually at least -1), Pha's protection (-1), The Speed of Light (always -1, often -2), or the Curse of Anraheir (-1). If you're going with a griffon, in my view you basically *have* to take one of these defensive lores. you could also be shneaky and shneak in the ring of volans, which would let you take a one-shot miasma at a very low casting cost.
